Water resource plan
The Water Resource (Whitsunday) Plan 2010 (PDF)* (listed under the Water Act 2000) was released in February 2010, following consideration of submissions on the draft plan. Explanatory notes (PDF)* accompany the plan.
Resource operations plan
The Whitsunday Resource Operations Plan (PDF, 2.4M)* was finalised on 8 December 2011 after an extensive community consultation and review process following the release of the draft plan (PDF, 2.2M)* in November 2010.

A decision to defer finalising particular aspects of the ROP
A notice (PDF, 250K)* was published on 17 November 2011 explaining the decision to defer finalising particular provisions about unsupplemented water in the Andromache and O’Connell river catchments in preparing the final Whitsunday Resource Operations Plan.
The deferred provisions are:
- the conversion of existing water entitlements on the O’Connell River and Andromache River to tradeable water allocations, separate from land titles, and associated rules for water trading
- the amendment of existing water entitlements on the tributaries of the O’Connell and Andromache rivers to state volumetric limits rather than area-based limits
- the establishment of water sharing rules for all water entitlements along the O’Connell and Andromache rivers and their tributaries.
The deferral provides additional time for the department to work with stakeholders to resolve the matters relating to the deferred provisions. In the meantime, water users who are affected by the deferred provisions can continue to take water in accordance with their entitlement terms and conditions, and any requirements under the Water Act 2000.
Community Consultation
A consultation report (PDF, 463K)* released in December 2011, summarises the issues raised during the consultation process and how they have been dealt with in finalising the resource operations plan.
