About OnePlan
Blueprint for the Bush
OnePlan is part of the Queensland Government's Blueprint for the Bush, a 10-year initiative to build a sustainable, liveable and prosperous rural Queensland, with healthy and productive landscapes.
Blueprint for the Bush has funded OnePlan to streamline property-level rural planning processes which address regulatory requirements. The following government agencies are involved:
- Department of Environment and Resource Management (DERM)
- Primary Industries, Department of Employment, Economic Development and Innovation (DEEDI)
- QRAA (formerly the Queensland Rural Adjustment Authority).
Peak rural industry groups and the Queensland Government have agreed to work together to promote and improve property planning. A Memorandum of Understanding (PDF, 87K)* has been signed with Queensland Farmers Federation and its member organisations.
The OnePlan approach is also part of the Smart Regulation reform agenda (Queensland Office for Regulatory Efficiency), which seeks to reduce regulatory burden by streamlining legislation and regulatory processes.
OnePlan approach
The OnePlan approach provides a framework for streamlining and simplifying regulatory requirements for landholders through existing property level planning, farm management and best management practice systems. This includes implementing processes for integrating multiple land management requirements, and better aligning regulatory requirements and industry and catchment programs.
The process is supported by progressively easier access to government natural resource information and planning information.
Goals
OnePlan goals include:
- streamlining application and approval processes for some essential property resource management activities
- working with industry to develop farm management and best management practice systems that can be recognised or accredited to meet regulatory requirements and demonstrate compliance with legal and industry requirements
- improving access to property planning and management information
- improving knowledge of and access to, regulatory requirements, assistance programs and property planning programs.
OnePlan activities
OnePlan has streamlined several guidelines for planning requirements, including those for:
- pest management
- cattle feedlots
- piggeries
- resource management loans
- native animal management
- business plans.
Property planning pages within the DERM website coordinate access to further programs and resources.
In order to streamline regulatory requirements and processes which apply to rural properties, amendments to the Nature Conservation Act 1992 and the Vegetation Management Act 1999 were made under the Natural Resources and Other Legislation Act (No. 2) 2010. These changes will create a legislative basis for harmonised vegetation management approval processes and also holistic, landscape-scale resource management plans. The amendments are scheduled to commence in mid-2011.
