Draft State Planning Regulatory Provision - Particular Waste Management Activities on Existing Landfills
Queensland's Waste Reduction and Recycling Strategy 2010-2020 recognises that if Queensland is going to achieve its target of halving waste to landfill by 2020, new waste management and resource recovery sites, such as transfer stations, and recyclable materials sorting and separating facilities, are needed.
The Draft State Planning Regulatory Provision – Particular Waste Management Activities on Existing Landfills (PDF, 141K)* (SPRP) is a stand-alone state planning instrument under the Sustainable Planning Act 2009 (PDF)* to help facilitate consistent and timely assessment of development and make it easier for lawfully operating landfill operators to upgrade facilities.
The draft SPRP applies to development for:
- establishing or expanding facilities to enable the accurate measurement and recording of waste and calculation of levy liability for the facility
- establishing or expanding facilities for waste diversion and recycling facilities.
The draft SPRP sets the assessment requirements for these waste management activities. The draft SPRP prevails over current local planning instruments therefore ensuring consistent level of assessment across the State. For example, activities relating to levy collection such as establishing a weighbridge or gate house will now be self-assessable while minor impact resource recovery activities will be assessed against the code in the draft SPRP.
A notice was published in the Government Gazette to notify that the draft SPRP has effect immediately and inviting public submissions on the document.
Submissions closed on 27 January 2012. All properly made submissions will be considered to inform development of the final SPRP.
