Background of Queensland waste reforms
Waste management reform in Queensland faces many challenges, including a growing population, increasing scarcity of suitable landfill sites, a carbon-constrained environment and long transport distances. Queensland’s previous waste management strategy, released in 1996, no longer reflected the current state of play or the potential for improved waste reduction and resource recovery.
The government started the process of developing a modern strategy by releasing the Let’s Not Waste Our Future: Queensland Waste Strategy Discussion Paper (PDF, 641K)* for public comment. Public submissions are summarised in a Consultation Summary Report (PDF, 1.3M)*. Response to the discussion paper overwhelmingly supported developing a statewide strategy to provide vision and drive reform.
In May 2010, the Queensland Government agreed to a significant reform package for waste management and resource efficiency. A key element of the reform package is a new waste strategy, supported and implemented through a new legislative framework, a waste disposal levy and programs funded from the levy.
Queensland’s Waste Strategy 2010–2020—Waste Avoidance and Recycling Consultation Draft (PDF, 563K)* and a companion document, Proposed Industry Waste Levy Consultation Draft (PDF, 457K)*, were released on 5 June 2010. The consultation period ran for 10 weeks and closed on 16 August 2010. Many companies, councils, community organisations and individuals have contributed valuable ideas, comments and suggestions to help ensure that Queensland’s waste reforms deliver the best results for communities and the environment. Feedback received during consultation was used to inform the final waste strategy and will be considered in developing and implementing the legislative framework, programs and levy system. The final Queensland’s Waste Reduction and Recycling Strategy 2010–2020 was released on 23 December 2010.
