Grosvenor Coal Mine Project

Anglo Coal (Grosvenor) Pty Ltd (ACG) is the proponent for the Grosvenor Coal Mine Project. The project will involve the development of a greenfield underground coal mine producing up to six million tonnes per year of coking coal for export. The project site (Mining Lease Application 70378) is bounded to the south by the township of Moranbah in Central Queensland and adjoins the Moranbah North Mine site. An overland conveyor will transport coal from the Grosvenor Mine to the existing Moranbah North Mine Coal Handling and Preparation Plant for washing and loading onto trains bound for Dalrymple Bay Coal Terminal, Mackay. Coal preparation waste will be disposed of in the Moranbah North rejects co-disposal area. The longwall method will be used to mine the coal. The mine is expected to operate for more than 25 years.

Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth )

The project is a controlled action under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The State's EIS process has been accredited for the assessment under Part 8 of the EPBC Act in accordance with the Bilateral Agreement between the Commonwealth of Australia and the State of Queensland (2004). The controlling provisions are sections 18 and 18A (Listed threatened species and communities).

In accordance with section 41 of the EP Act, ACG has prepared and submitted to the Chief Executive, Environmental Protection Agency, a draft Terms of Reference (TOR) for carrying out an Environmental Impact Statement (EIS) for the proposal.

The process for the assessment of this project is as follows:

Draft terms of reference (TOR) for the EIS will be available for public review and comment from Monday, 14 January 2008, until Monday, 25 February 2008.
