Draft terms of reference

Coastal component – Queensland Government

Queensland will lead the coastal component involving a strategic assessment of the coastal zone adjacent to the Great Barrier Reef to:

A strategic assessment agreement between the Australian and Queensland governments has been finalised. The draft terms of reference for the strategic assessment report has been prepared.

The draft terms of reference set out the requirements for the preparation of a strategic assessment report (the report) which will assess the potential impacts on matters of national environmental significance (MNES) from the implementation of the Queensland coastal management, planning and development framework (the program).

Consultation of the draft terms of reference for this strategic assessment has commenced. These draft terms of reference should be read in conjunction with the strategic assessment fact sheet and program summary. 

The period of public consultation has been extended until Monday 30 April 2012.

Great Barrier Reef World Heritage Area and Adjacent Coastal Zone Strategic Assessment:

Marine component – Great Barrier Reef Marine Park Authority

The marine component of this project will involve a strategic assessment of the management of the Great Barrier Reef region being led by GBRMPA.

GBRMPA has entered into a separate agreement with the Australian Government about this strategic assessment. This component will address the arrangements in place to manage and protect the Great Barrier Reef Marine Park and World Heritage area, including the marine park itself.

GBRMPA and the Queensland Government will work together to analyse impacts at the marine–coastal interface, such as shipping movements, water quality from agricultural runoff and island management in the two assessments.

Consultation on the draft terms of reference for this strategic assessment has commenced. These draft terms of reference should be read in conjunction with the strategic assessment fact sheet (PDF, 413K)*.

The period of public consultation has been extended until Monday 30 April 2012.

Please note: public submissions will be collated by Great Barrier Reef Marine Park Authority (GBRMPA) and the Queensland Government. Where the issues raised relate to the other agency's assessment, the submission will be forwarded to that agency.

Copies of all submissions will then be provided to the Australian Government Department of Sustainability, Environment, Water, Population and Communities, which is responsible for the administration of the strategic assessment process.

Public submissions will be subject to relevant laws governing privacy and disclosure of information, such as freedom of information legislation.
