Draft Queensland Coastal Plan
The consultation period for the Draft Queensland Coastal Plan has been extended until 5pm 30 November 2009.
The Draft Queensland Coastal Plan has been developed to help manage and protect Queensland’s coastline.
The plan gives greater certainty about dealing with coastal hazards such as erosion and sea-level rise and managing the pressures of population and development.
it also provides for more effective coastal planning and management framework, and responds to issues raised during the review of the State Coastal Management Plan—Queensland Coastal Policy 2001.
Elements of the plan
- Foreword (PDF, 553K)*—includes a Ministerial Statement of Intent and introductory information to help readers interpret and apply the plan’s component policies.
- Draft State Policy Coastal Management (PDF, 41K)*—provides policy direction and guidance for maintaining, rehabilitating, and protecting coastal land, and managing activities undertaken on it, with particular emphasis on managing public coastal land.
- Draft State Planning Policy Coastal Protection (PDF, 1.3M)*—outlines criteria for land-use planning and assessment of development to manage development in the coastal zone.
A review report gives the background of the review, outlines key issues raised during consultation, and provides a summary of the review’s findings.
The draft plan differs from the current State Coastal Management Plan in that it excludes polices that are now addressed by separate contemporary or proposed policy mechanisms (e.g. heritage, water quality, mining and fishing). Its structure is also very different (e.g. it contains a stand-alone Draft State Planning Policy Coastal Protection to address the making of decisions about land-use planning and development assessment within the coastal zone, and the Draft State Policy Coastal Management to address natural resource management issues).

A series of accompanying maps to help users interpret and apply the draft plan illustrate:
- the coastal zone
- coastal management districts
- areas of high ecological significance
- maritime development areas.
Regional scale maps and definitions of the above layers are included within Annex 1 and the glossary of the Draft State Planning Policy Coastal Protection.

Where to from here?
The Department of Environment and Resource Management will analyse all submissions made on the draft coastal plan, and make necessary amendments before finalising and implementing the new Queensland Coastal Plan.
