Queensland Regulatory Simplification Plan
The Queensland Regulatory Simplification Plan 2009-13 outlines how the Government will review the existing stock of Queensland regulation to achieve the Queensland Government’s initial target for reducing the compliance burden to business and the administrative burden to government by $150 million per year by the end of 2012-13. All agencies are participating through an agency specific regulatory simplification plan.
Agency regulatory simplification plans are a way to identify opportunities to reduce unnecessary and excessive legislative requirements, and streamline administrative and procurement processes. The aim is to give time and money back to business, community and government to invest in pursuits that promote productivity, facilitate innovation and increase competitiveness.
Agency regulatory simplification plans are action oriented and to ensure they reflect changing government priorities and stakeholder consultation, will be regularly updated. To ensure agency regulatory simplification plans address the real issues of stakeholders, opportunities for community and industry input will be provided. This will, in turn, inform future reform directions and development of regulatory reform initiatives to ensure they deliver significant and tangible benefits to business, community and government.

DERM’s key responsibilities include:
- water—securing the quality and supply of water
- climate change—preparing for the impacts of climate change
- land—managing land and vegetation (including land titling and administration of native title)
- environmental services—building resilience in natural landscapes and conserving our natural and cultural heritage.

Key initiatives in DERM’s Regulatory Simplification Plan
- The Reducing Green Tape project - a review of the Environment Protection Act 1994 to be undertaken over the next two years - will reform the environmental licensing system.
- A review of Queensland's vegetation management framework has resulted in legislative amendments that improve vegetation management services and deliver on the Blueprint for the Bush commitments to improve the administration of the vegetation management framework.
- The Blueprint for the Bush—OnePlan Project provides for integrated approvals under the Vegetation Management and Nature Conservation Acts (for protected plants and assessable vegetation) and also alternative ‘recognition-based’ approvals processes.
- The Land and Water Management Plan Review provides a move to a self- assessable guideline for irrigated water use and a more streamlined accreditation process including alternative ‘recognition-based’ assessment and audit processes.
- The Draft State Planning Policy (Coastal Protection) proposes a framework to identify areas for maritime development, and streamline and clarify development assessment processes in maritime development areas.
- Proposals for co-regulation and third party auditing models involve amending legislation to formalise and extend third party auditing and assessment functions for certain assessment and approval processes. These will reduce administration costs for Government and potentially save time and money for business.
- The Electronic Access for Registry Lodgement (EARL) project is designed to improve survey information cycles by facilitating electronic access and submission of survey information for Government and industry.
- The On-line Service Delivery Strategy is providing for greater electronic access to departmental information, forms, guidelines etc so stakeholders can do more of their business with DERM on line.
- The Water planning streamlining project under the Water Act 2000 provides for a single planning process under which both a Water Resource Plan and a Resource Operation Plan can be developed and amended.
